I discovered:

a 'building practitioner' must be registered with the Building Practitioners Board to carry out work worth more than $5000. (Work at my place was estimated at $27,600.)
I can't find either
Mr Robbie Murone or
Pave-Crete Constructions
on the list of
registered building practitioners.
I also discovered that this may be a criminal matter which the Victorian Government are prepared to prosecute.
'A builder in Victoria has been ordered to pay an aggregate fine of $100,000 plus legal costs of approximately $20,000 following a prosection brought by the Building Commission for conducting business while not registered ...'
