Contract: Supply and place F72 steel reinforcement mesh in concrete leaving space for control/expansion joints

As you can see in the photographs above and below, the sheets of reinforcement mesh are OVERLAPPED.   If you look really close you might see that the sheets are TIED together with twists of wire.

 

This means Mr Murone has left no space for control/expansion joints. This means the finished concrete would have no room to expand and will crack.

 

Why did Mr Murone decide to do it this way instead of as per the contract?

The only reason I can think of involves saving $$$$.
